DW 9399 Tom Stand / Snare Basket Stand, Wide Base
The 9399 is a basket stand that holds a mounted tom as readily as a snare, from 10 to 16 in. It is the first basket DW designed for a tom: a shell sitting in a basket weighs more and sits higher than a 14 in snare, so it needed a wider base and contact points that let it vibrate.

Holding a tom in a basket changes the demands
A tom sitting in a basket no longer hangs from an arm: it rests on three points, and the whole shell moves when you hit it. The centre of gravity rises, the sideways load increases, and an ordinary tripod starts walking across the rug.
The wider footprint answers that. The farther apart the legs are, the more tipping force it takes to move the whole thing. It is geometry, not added mass.
The neoprene under the feet is not a comfort detail
A tom set in a metal basket on a metal tripod ends up coupled to the floor. Part of its vibration travels into the tubes, and the shell loses sustain — exactly what you want to keep on a tom.
The neoprene isolator built into each foot cuts that path. The shell keeps its resonance, and the stand stops feeding the floor the vibrations a room mic would pick up.
A stand that also works as a fallback
Many drummers buy it for a practical reason: their kit has no tom mount, or they want a bass drum with no holes in it. The tom goes into the basket, setup takes thirty seconds, and the shell carries no hardware at all.
