What goes wrong with a small bass drum on the floor
A bass drum pedal is designed around a standard-size drum. On a 16 in sitting directly on the rug, the centre of the head drops by several inches: the beater lands too high, the striking angle changes and the rebound becomes uneven.
Raising the drum corrects the geometry. The beater finds the centre again, the pedal gets its normal stroke back, and the sound regains the low end an off-centre hit was taking away.
Why a bolted mount, and what it means
Four holes in the shell is a permanent decision. You make it knowingly, and the load justifies it: a riser that carries the whole weight of the drum and takes every stroke cannot rely on a simple clamp.
