Tuning a bass drum in small steps
A bass drum is often played very loose, right near the point where the head stops being under tension. In that zone, half a turn too many flips the sound from a round low note to a dry slap. The fine thread makes that territory workable: the same rotation produces a smaller change, so it is easier to control.
That is especially true when you are trying to even out all six tension rods: the point where a bass drum head just takes up its slack is found by ear, and you need to be able to approach it without overshooting.
Chrome, a choice of looks as much as budget
Bass drum hardware is the most visible on the kit: it faces the audience. A stainless steel rod has a slightly different sheen from a chrome one, and a drum that is half chrome, half stainless shows it.
