One fixed reference beats two adjustments
When both ends of a connector can rotate, every correction moves the whole assembly. You fix one side, and the opposite side moves in turn. Setup becomes an endless negotiation, and the result is never quite repeatable.

There is only one position to remember mechanically: the clamp's position on its support. The angle of the swivelling side can be found again by eye in a few seconds, because you can read it on the part.
The memory lock supplied therefore goes where it is genuinely useful. It is a design choice, not a cost saving: an extra lock on a joint would hold nothing measurable.
