The SMMG991 is a single tom holder whose clamp itself tilts. The difference looks small; it becomes decisive as soon as the mounting point is not vertical. On a tilted tube, a fixed clamp forces the arm to make up the whole angle — this one does not.

What a fixed clamp forces you to do
A fixed clamp tightens in a single plane. If the receiving tube leans — a rack bar set diagonally, a tilted post, a stand leg — the whole difference has to be made up further along, by the arm's joint.
That joint has a limited range, and it works better in the middle than at its extremes. When you use all of it to compensate for a leaning mount, there is nothing left to set the position of the drum itself.
Two adjustments that do different jobs
With an adjustable clamp, the two functions are separated. The clamp takes care of the support's tilt: you set it level once and leave it. The arm then deals only with the drum, with its full range available.
In practice, a crooked tom you could never get level takes a minute to set, instead of a string of compromises.
One part rather than a stack
The other route is stacking: an angle clamp, then a tom holder. It works, but each connection adds play, weight and one more clamp to check before you play.
Combining both functions in a single part removes that intermediate connection. Fewer joints, fewer places where the setting can slip during the gig.
