A tight screw is not a remembered position
The wing screw on a tom bracket holds by friction. That is enough as long as nothing moves, but a drum kit vibrates with every bass drum stroke, and the friction gives way a fraction of a turn at a time without anyone noticing.
The memory lock changes how the tom is held: it sets a stop under it. Even if the screw lets go, the arm slides down to the ring and stops there. You lose the tightening, not the height.
